Borough of Haworth, New Jersey Public Notice

Under the provisions of the Open Public Meetings Law, you are hereby notified
of the following meetings for the Year 2008
to be held in the Municipal Center, 300 Haworth Avenue.

for the consideration of a referendum
with the Borough of Demarest

BOROUGH OF DEMAREST RESOLUTION PROPOSING THE FORMATION OF A JOINT MUNCIPAL SERVICES CONSOLIDATION STUDY COMMISSION WITH THE BOROUGH OF HAWORTH

WHEREAS, the Borough of Demarest and the Borough of Haworth are contiguous municipalities which have historically shared many municipal services and functions; and

WHEREAS, the Borough of Demarest and the Borough of Haworth have, in the past expressed an interest in studying the feasibility and benefits of consolidating certain services provided by the two municipalities and again find the investigation of mutual benefits to be worth pursuing, at no cost to the respective boroughs per N.J.S.A. 40:43-66.53; and

WHEREAS, the Borough of Demarest seeks to maintain its historic and traditional identity, and new methods and practices that will effectuate a cost savings for services provided to residents; and

WHEREAS, Demarest and Haworth have agreed to explore consolidation of certain municipal services, and find the statutory provisions inadequate to effectuate the intended purpose of maintaining local identity while seeking innovative cost saving measures through consolidation or sharing of services and procurement; and

WHEREAS, by submitting a referendum question on municipal services consolidation the Boroughs of Demarest and Haworth expect that they will not be subject to forced consolidation for at least seven (7) years next following the referendum.

NOW, THEREFORE, BE IT RESOLVED

BE IT FURTHER RESOLVED that if within one year of receiving this resolution from the Borough of Demarest, the Bergen County Clerk receives either an ordinance or resolution or certified petition from the Borough of Haworth requesting that there be formed a Joint Municipal Consolidation Study Commission with the Borough of Haworth pursuant to the Municipal Consolidation Act, N.J.S.A 40:43-66.35 et seq., then the Mayor and Council of the Borough of Demarest do hereby request the Bergen County Clerk, in accordance with the provisions of N.J.S.A. 40:43-66.41 to include the question of forming a joint services consolidation commission on the ballot of the next appropriate General Election, stated as follows:

“Shall a joint municipal consolidation study commission be formed to study the feasibility of consolidating between the Boroughs Demarest and Haworth, provided that there is no direct cost to either municipality for the costs of convening the Commission nor for engaging professionals to perform the necessary studies and prepare reports of the Commission, such municipal operations and services as may be fiscally prudent and desirable and to make non-binding recommendations thereon?”

BE IT FURTHER RESOLVED that copies of the Resolution shall be forwarded to the Municipal Clerk of Haworth and the Bergen County Clerk.
